Burlington-Wray transmission line project
Load growth and new generation resources, including wind power, have put a strain on the existing transmission system of the eastern plains of Colorado.
Tri-State is proposing to build a new 230-kilovolt (kV) transmission line between existing substations near Burlington and Wray, Colorado. The project area for the approximately 72-mile-long line includes portions of Yuma and Kit Carson counties.
The proposed line, which completes a 230-kV path, would:
- relieve area transmission constraints
- improve system reliability
- allow full dispatch of existing local generation
- enable more economical and reliable load serving
- support potential renewable energy development in the region
The Colorado Public Utilities Commission issued Tri-State's Certificate of Public Convenience and Necessity (CPCN) on January 12, 2011 for the Burlington-Wray transmission line. Construction could begin in 2015. The line is expected to be in service in 2016. Tri-State is seeking financial assistance for the Project from the U.S. Department of Agriculture Rural Utilities Service (RUS).
Tri-State hosted a series of public meetings to solicit public and agency input on the Project. These meetings were held in September 2011, March 2012, and August 2012. An Environmental Assessment (EA) has been developed and is currently available for public comment.
