ACCOUNTANT I - II (Accounting Services) (HQ - Westminster, CO)

Responsible for establishing and maintaining accounting systems to record and interpret financial data and perform analytical processes and development duties in support of the accounting services functions.

(The job requirements listed below are for an Accountant II. Job requirements for the Accountant I are similar in nature but at different levels of scope and responsibility)

ASSOCIATE REAL TIME MARKETER (HQ - Westminster, CO)

Under the general supervision of the Market Execution Manager, the Associate Real Time Marketer is responsible for; monitoring the hour-to-hour use of Tri-State resources, purchased power and off-system transactions; ensuring that adequate resources are available to meet all Tri-State load obligations, including spinning and non-spinning reserves requirements; and, working together with an Energy Resource Coordinator, to optimize Tri-State resources. This is a shift position.

  • BA/BS degree in Economics, Finance, Marketing or related field, or equivalent combination of education and work experience.

  • Previous commodity trading and/or energy industry operations experience preferred.

  • Develops highly credible and effective relationships with marketing counterparts.

  • Must be flexible, inquisitive, and able to thoroughly understand the spot market dynamics in an unregulated, profit-oriented environment.

  • Must be proficient in computer applications, including spreadsheet, word processing and database applications.

  • Must have strong analytical, quantitative and economic evaluation skills.

  • Prefer a familiarity with NERC and WECC policies and a general understanding of how they apply to Tri-State.

  • Must sign a FERC Standards of Conduct Confidentiality agreement.

  • Must be able to remain calm in stressful conditions and make rational decisions.

  • Willingness and ability to work rotating shifts, irregular hours, additional hours and holidays.

COMBUSTION TURBINE TECHNICIAN I - JL (2 Positions - Limon and Burlington, CO) (Generation East: Limon, CO and Burlington, CO)

Responsible for the safe and efficient operations and maintenance of plant activities at the combustion turbine power plant.

(The following duties are for a JL Combustion Turbine Technician. Duties for Technician I- IV are similar but less in overall scope, responsibility, and accountability.)

  • Six (6) years of power plant experience which may consist of an equivalent combination of related education and/or power plant experience.

  • Must have strong mechanical and electrical troubleshooting and repair skills.

  • Willingness to work at other Power Plants as required.

  • Maintain CPR certification, spill/waste handling training requirements and the ability to perform CPR and apply spill/waste training, respirator training and testing, and obtain opacity certification twice per year.

  • Willingness to work extra or irregular hours, shift work, weekends, holidays, call out and overnight travel as required.

  • Willingness to work with high voltages, obtain switching certification, and perform high voltage switching.

  • Ability to communicate effectively, both verbally and written.

  • Willingness to be on call 24 hours per day, 7 days a week.

  • Must reside within 20 miles of the base location.

COMPLIANCE PROGRAM MANAGER (HQ - Westminster, CO)

Responsible for the management and oversight of the Reliability Compliance Program involving the establishment of internal Tri-State requirements for the implementation of reliability standards, training of required personnel, oversight of the Internal Compliance Program, and updating of Tri-State policies and procedures to ensure that they are current with national and regional reliability and Critical Infrastructure Protection (CIP) standards.

ENVIRONMENTAL PLANNER II - SENIOR (AIR) (HQ - Westminster, CO)

Responsible for assisting in developing, planning, preparing and monitoring environmental studies and reports for assigned projects and using a team approach in securing state and federal permits on new projects, as well as on modifications to existing facilities.

  • Strong knowledge of the Clean Air Act (i.e. air quality permitting including PSD/NSR, Title V, and Acid Rain) a must.
  • Strong applied knowledge and experience with state and federal air regulations and with hands-on regulatory expertise including permitting, emission calculations, record keeping, reporting and auditing for compliance with the Clean Air Act.

INSTRUMENTATION, CONTROL & ELECTRICAL TECHNICIAN I - JL (2 Positions) (Escalante Station) ((Escalante Station - Prewitt, NM near Grants))

Installs, repairs and maintains electrical, electronic, control and instrumentation equipment in a safe, logical and efficient manner complying with all electrical codes and safety regulations. Design, program and implement software and hardware.

(Responsibities listed below are for the JL IC&E Technician position. Responsibilities for the Technician 1 - 9 are similar but have less experience.)

IT APPLICATIONS DEVELOPMENT SUPERVISOR (HQ - Westminster, CO)

Responsible for supervising application development projects, teams and activities to align Tri-State's application software with corporate business objectives and information needs. This position is a combination of hands-on development and supervision.

  • Bachelor's degree in Computer Science, Management Information Systems or related area, or equivalent combination of education and/or experience.

  • Nine (9) years of progressive applications development programming experience and software engineering technologies. Expertise in modeling techniques, system design, software configuration management, and software quality assurance. Supervisory experience desired.

JL SUBSTATION TECHNICIAN (Las Cruces, NM) or SUBSTATION TECHNICIAN III through JL (Rio Rancho, NM) (Rio Rancho or Las Cruces, NM)

Responsible for the safe and efficient maintenance and operation of substations. Accountable to a senior or foreman level technician for all substation maintenance, training and operation functions.

**Applicants with JL Substation Technician experience will be considered for the position based at Las Cruces, NM. Applicants with less than Journey Level qualifications will be considered for an Apprentice position which will be based at Rio Rancho, NM until the apprenticeship program is completed, at which time the employee may either remain at Rio Rancho or transfer to the Las Cruces Field Office.

(Requirements listed below are for a Journey Level Technician. Applicants with less education and experience will be considered for Apprentice level positions; Technician III-IV).

  • Journey Level position requires six (6) years of combined education and experience in the electrical and electronic field. This would consist of:
  • (a) The equivalent of technical training received in an Associate Degree Program in Electronics Engineering Technology with advanced studies in industrial electrical and Electro mechanical controls and digital systems control logic; and,
  • (b) Four (4) years of practical experience and/or be able to demonstrate knowledge in maintenance of industrial electrical electromechanical electronic control equipment which must include:

    One (1) years and/or the equivalent knowledge of electric power substation apparatus maintenance experience involving testing of power transformers, testing and repairing of power circuit breakers and electrical insulation system testing and repair.

    Three (3) years and/or the equivalent knowledge of practical experience in testing, calibrating and repairing protective relay devices and revenue meters; and

  • (c) Must be capable of satisfactorily interpreting electrical schematic diagrams, wiring diagrams and control logic.
  • Have thorough knowledge of the practices used in the electric power industry.
  • Be capable of applying artificial respiration and be able to render practical first aid.
  • Be willing and able to work extra and irregular hours as the utility needs may require, and willing to work under unusual or special working conditions; storms, extreme temperatures, winds, darkness, etc.

SECURITY MANAGER (HQ - Westminster, CO)

Responsible for directing the development and implementation of security programs, and prevention strategies for Tri-State. Assess risks and security needs, plan, and implement appropriate strategies, programs, and policies to minimize risks of crime, violence, terrorism, and other willful threats to employees, guests, property, and assets. Assure compliance with applicable security laws and regulations related to the utility industry including North American Electric Reliability Council (NERC) Critical Infrastructure Protection Standards (CIPS). Oversee guards at various corporate locations.

  • Bachelor's degree in Criminology, Law Enforcement, or related discipline or an equivalent combination of relevant education and management experience in the fields of security, law enforcement, and/or the military.

  • Fifteen years of relevant progressive professional experience involving security, law enforcement, and/or the military, preferably in the electric utility industry.

    (b) six years of practical experience in maintenance of electronic telecommunications and digital systems, which must include one year of practical experience in maintenance of two-way radio, microwave radio, and carrier systems and one year of practical experience in maintenance of digital remote terminal units, microprocessors, and computer systems.   • Must maintain a Federal Communications Commission General Radio Telephone Operators or ETA Certification.

TELECOMMUNICATIONS TECHNICIAN I - JL (Rio Rancho, NM) (Rio Rancho, NM))

Responsible to the Telecommunications Maintenance Superintendent or Foreman for performance of preventive and corrective maintenance in servicing of Telecommunications and EMS field equipment.

(The higher experience requirements listed below are for a JL Technician. Applicants with less experience will be considered for the Telecommunications Technician I - IV level.)

  • Five (5) to Six (6) years of combined education and experience in the electrical and electronic field. This would consist of:

  • The equivalent of technical training received in an Associate Degree program in Electronics Engineering Technology with advance studies in radio communications (including microwave), data communications and digital systems (including microprocessors, peripheral equipment, and programming), and networking principles;

  • Three (3) to Four (4) years of practical experience and/or be able to demonstrate knowledge in maintenance of electronic telecommunication and digital systems.

  • Electrical utility experience desirable.

  • Maintain a current FCC Radio Telephone license, or industry certification.

  • Willingness to travel up to 75 percent of working time, including overnight travel. (Possession of valid driver's license or ability to obtain required.)

  • Willingness to work in or around high voltage peculiar to the electrical utility industry.

  • Willingness to work on antenna systems and tower structures in excess of 300 feet in height.

  • Five (4) to Six (6) years of combined education and experience in the electrical and electronic field. This would consist of:

TRANSMISSION INTERCONNECTION ADMINISTRATOR (HQ - Westminster, CO)

Responsible for managing, coordinating, leading and providing support for all aspects of Tri-State's Transmission Interconnection Services Program associated with Large Generation Interconnection Procedures (LGIP), evaluating and recommending policy changes based on Federal Energy Reliability Corporation (FERC) Orders as they relate to meeting the requirements of Tri-State's Open Access Transmission Tariff (OATT), and representing Tri-State in planning and policy forums related to interconnection services.

  • Bachelor's degree in Electrical Engineering or related discipline.

  • Ten (10) years of progressive related power system or electric utility experience preferably including FERC policy implementation and compliance related to electric interconnection services as well as experience with project cost estimation and contract negotiations.

  • Power system planning, design, or operations experience are a plus.

  • Working knowledge of related FERC Orders, Large Generation Interconnection Procedures (LGIP), and Open Access Transmission Tariff (OATT) requirements.

  • Extensive knowledge of project management, including scheduling and cost estimation, and engineering principles and practices.

  • Demonstrated practical work management, customer relations and strategic planning expertise necessary to identify and resolve related technical, policy, and regulatory implications in a wide range of circumstances, and as needed to manage extensive day-to-day customer relations and to provide consistent, financially accountable program administration.

  • Ability to coordinate the work of others, interact with a wide variety of people on technical and non-technical levels, develop and maintain effective working relationships and to communicate effectively both verbally and in writing.

  • Knowledge of budget preparation and administration.

  • Ability to effectively represent Tri-State interests both internally and externally to interested parties, other utilities and utility industry representatives.

  • Willingness to travel as required. (Must have a current valid drivers license)

TRANSMISSION SYSTEM OPERATOR (HQ - Westminster, CO)

Responsible for performing routine and emergency switching on the transmission system. Monitoring transmission system parameters, such as voltages, line and transformer loads and taking corrective actions as required. This position is tasked with the authority and responsibility to operate the Tri-State transmission system in such a manner as to comply with all appropriate NERC Reliability Standards.

This position is not a System Operator Trainee position. It is an entry-level position for a System Operator having a minimum of 4 years subtransmission/distribution experience. In this position the Transmission System Operator must work with a Senior System Operator on shift.

  • Completion of at least one (1) year as a Tri State System Operator Trainee Program or an equivalent level of experience on an interconnected electrical system.

  • Working knowledge of algebra, geometry, and basic principles of physics including electrical and mechanical theory, AC and DC currents, and the fundamentals of power flow.

  • Must be NERC Certified before assuming the duties of a Transmission System Operator and must maintain certification through completion of required continuing education hours.

  • Working knowledge of electrical utility systems, equipment and all phases of transmission operations.

  • Working knowledge of safety rules and equipment.

  • Ability to distinguish colors.

  • Willingness to work rotating shifts with extra and/or irregular hours including holidays.
