COMBUSTION TURBINE FOREMAN (Generation East - Burlington, CO)

The Combustion Turbine Foreman position is responsible for supervising, directing and training others, as assigned, in performing safe and efficient plant operations and maintenance activities at the Combustion Turbine sites. The Foreman also assists with the planning, developing and coordinating of predictive and corrective maintenance of Combustion Turbine equipment. Responsible for ensuring that all equipment is maintained and in ready-working condition, and for appraising the condition of the combustion turbine equipment, such as turbines and support equipment, generators and auxiliary equipment, transformers, switchgear, site balance of plant equipment, and associated mechanical and electrical systems.

JOB REQUIREMENTS:

  • Two (2) years as a Senior Combustion Turbine Technician or three (3) years of experience as a Journey Level Combustion Turbine Technician.

  • Eight (8) years of combined education and experience in the combustion turbine field.

  • Working knowledge of standard methods, policies, practices and procedures as well as the ability to plan and perform a sequence of duties and direct a group of works.

  • Must have strong mechanical and electrical troubleshooting and repair skills.

  • Willingness to work at other Combustion Turbine sites as required.

  • Maintain CPR certification, spill/waste handling training requirements and the ability to perform CPR and apply spill/waste training, respirator training and testing, and obtain opacity certification twice per year.

  • Willingness to work extra or irregular hours, shift work, weekends, holidays, call out and overnight travel as required.

  • Willingness to work with high voltages, obtain switching certification, and perform high voltage switching.

  • Ability to communicate effectively, both verbally and written.

  • Ability to conduct training of others in plant operation and maintenance procedures.

  • Willingness to be on call 24 hours per day, 7 days a week.

  • Must reside within 60 minutes of the Burlington plant.

  • Have good health and physical ability adequate for strenuous work, including ability to wear a respirator.

  • Willingness to travel up to 10-15% of time. (Possession of a valid driver's license or ability to obtain)

CRITICAL INFRASTRUCTURE PROTECTION COMPLIANCE ANALYST (HQ-Westminster, CO)

Tri-State is a Denver based progressive and rapidly growing non-profit consumer owned wholesale supplier of electric power to forty-four distribution cooperatives in Colorado, Wyoming, Nebraska and New Mexico. With over 1100 employees, Tri-State operates and maintains fossil fuel power plants with owned coal-fired capacity of 1826 megawatts, gas turbines with 526 megawatts of capacity, and over 5000 miles of high voltage transmission lines.

Responsible for monitoring Tri-State's compliance with NERC CIP Standards, reviewing evidence attesting to compliance with said standards and providing guidance to subject matter experts and member cooperatives in all aspects of reliability compliance.

  • Bachelor's degree in Computer Science, Information Science, Electrical Engineering, or equivalent experience. Advanced degree in relevant field desirable.

  • Minimum of eight (8) years experience in Information Technology security and management with emphasis on technical and security domains.

  • Experience in the life-cycle of cyber security and computer network security technical and programmatic operations. This includes experience in; - Penetration testing and other cyber security automated testing and monitoring tools.
    - Virus/malicious software identification and management.
    - Computer network monitoring.
    - Security tool development.

  • Knowledge of risk assessments techniques, change management, incident reporting and response planning.

ENGINEER I - IV (TELECOMM ENGINEERING) (HQ - WESTMINSTER, CO )

Responsible for managing and directing the planning, designing, implementing, and documenting of new, existing, and/or modifications of telecommunication systems and facilities. Duties include developing and maintaining standards and procedures for system level engineering required for design and system additions; coordinating with others to assure telecommunications engineering support of EMS requirements, and providing project management support in planning, scheduling, costing, coordinating and monitoring system/facility acquisition and installation/testing activities.

(Requirements listed below are for an Engineer IV. The requirements for Engineer I through III are similar in nature however have overall less responsibility and scope depending on the level of the position.)

GENERATION TECHNICAL PROJECT MANAGER (HQ-Westminster, CO)

Responsible for ensuring that project and management assistance and guidance are provided for the construction of generation and transmission facilities, for the development of plans, schedules and budgets, and for the development of appropriate controls and reporting relationships.

(The responsibilities of the position are dependent on the progress of the proposed Colorado Power Project, but may include the following.)

  • Bachelor of Science degree in engineering, construction management or related discipline, or equivalent combination of education/training and experience gained through progressively more responsible positions.

  • Ten (10) years of progressive related experience in coal fired power generation design or operations.

  • Experience managing, directing and coordinating power generation design and study consultants.

  • Working knowledge of power generation economics.

  • Working knowledge of power plant and site layout, and knowledge of environmental aspects of power plant permitting, siting and operations.

  • Working knowledge of coal fired power plant system operations and maintenance requirements, and knowledge of various alternative coal supplies and their use, preferred.

  • Knowledge of railroad transportation of coal.

  • Knowledge of Combustion Turbines and Combined Cycle Plants.

  • Knowledge of effect of water availability, treatment and containment on plant operations.

JL SUBSTATION TECHNICIAN (Heavy Apparatus) (Las Cruces, NM) (Transmission South - Las Cruces, NM)

Responsible for the operation and maintenance of high voltage substations heavy apparatus equipment and facilities.

  • Requires six (6) years of combined education and experience in the electrical and electronic field. This would consist of:

  • (a) The equivalent of technical training received in an Associate Degree Program in Electronics Engineering Technology with advanced studies in industrial electrical and Electro mechanical controls and digital systems control logic; and,
  • (b) Four (4) years of practical experience and/or be able to demonstrate knowledge in the maintenance of high voltage substation heavy apparatus equipment and facilities and control equipment which must include:
  • Three (3) years and/or the equivalent knowledge of electric power substation apparatus maintenance experience involving testing of power transformers, testing and repairing of power circuit breakers and electrical insulation system testing and repair.

    One (1) year and/or the equivalent knowledge of practical experience in testing, calibrating and repairing protective relay devices and revenue meters; and

  • (c) Must be capable of satisfactorily interpreting electrical schematic diagrams, wiring diagrams and control logic.
  • Have thorough knowledge of the practices used in the electric power industry.

  • Be willing and able to work extra and irregular hours as the utility needs may require, and willing to work under unusual or special working conditions; storms, extreme temperatures, winds, darkness.

LINEMAN I - JL (Rio Rancho, NM)

GENERAL RESPONSIBILITIES:

The Lineman position is responsible for all construction and maintenance work assigned in accordance with RUS specifications or as indicated by the engineer, while training others as assigned. This includes construction and maintenance on transmission conductors, structures, and equipment, both energized and de-energized. The Lineman will be responsible for appraising the condition of the line, equipment and right-of-way while performing regular duties. Carries out work order assignments, interprets prints, prepares daily time sheets, material tickets, field and inspection reports as required.

JOB REQUIREMENTS - (Requirements listed below are for a Journey Level Lineman. Lineman I, II, III & IV require less experience)

  • High school graduate or equivalent required. High school level math and/or electrical courses desired.

  • Four years of appropriate experience, including at least one year as Lineman IV or have acceptable equivalent experience.

  • Have good health and physical ability adequate for strenuous work.

  • Must be able to climb wooden and steel structures up to 300 feet.

  • Have thorough knowledge of the layout and characteristics of electrical transmission lines in the area.

  • Be capable of applying artificial respiration on or off ground and able to render practical first aid.

  • Must be able to meet all Department of Transportation (D.O.T.) requirements. If not currently in possession of a valid Commercial Driver's License (CDL), employee is required to obtain a CDL within six months of date of hire or date of selection for the position.

  • Be willing and able to work extra and irregular hours as the utility needs may require, and be willing to work under unusual or special working conditions; storms, extreme temperatures and winds, darkness, etc. Overnight travel required.

  • Be able to exercise judgment in making decisions and, when assigned, to direct a group of workers.

MAINTENANCE PLANNER/SCHEDULER I - II (MECHANICAL) (Craig, CO) (REVISED) (Generation West - Craig Station, Craig, CO)

Position is based at Tri-State's Craig Station in the north west part of the state. The area offers a rural life style with many outdoor recreational activities such skiing, hunting and camping.

Responsible for developing, modifying, evaluating and facilitating PM's, work orders, work requests, material requests, contract requests, project planning, outage planning, and scheduling related activities for Craig Station.

  • (Experience/education requirements for Scheduler II position) - Five years of power plant mechanical maintenance experience. Associate's degree in a related technical area or an equivalent combination of education and/or experience.

  • (Experience/education requirements for Scheduler I position) - Five years of power plant experience with mechanical maintenance experience preferred. Education requirements for Scheduler I position include college level math and English coursework.

  • Ability to operate both PC and mainframe computer and related maintenance software (CMMS), as well as, read and interpret drawings.

  • Must maintain a valid, current Colorado Class "R" driver's license.

PERMITTING AND LAND RIGHTS MANAGER (HQ - Westminster, CO)

Responsible for planning, directing, and managing land and land rights functions including coordinating, acquiring, and negotiating land rights regarding proposed transmission/generation facilities, and for acquiring the necessary permits therefore.

  • Bachelor's degree in related area or equivalent combination of education and/or experience.

  • Ten (10) years experience in meeting and working with public entities for the permitting and acquisition of land rights required for electrical facilities; at least four (4) years of land related experience, including three (3) years of supervisory responsibilities or related activities of equivalent benefit.

  • Knowledge of right of way acquisition procedures and techniques.

  • Knowledge of land appraisal process.

SUBSTATION TECHNICIAN III - JOURNEY LEVEL (Cheyenne, WYO) (Transmission East - Cheyenne, WYO)

Responsible for the maintenance and operation of high voltage substation facilities.

(Requirements listed below are for a Journey Level Technician. Applicants with less education/training and experience will be considered for Apprentice Level position.)

TRAINING COORDINATOR (TRANSMISSION/LINEMAN) (HQ - WESTMINSTER)

This Training Coordinator position is responsible for planning, developing and conducting training courses specific to the operation and maintenance of the transmission system. This will include reviewing and evaluating available training resources, both internal and external and providing recommendations; evaluation of on-going training programs to monitor employee progress and/or improve results; and keeping informed of maintenance and construction methods and materials in the industry and recommending needed changes. Requirements for this position are:

  • Associates degree or certificate in powerline operations and maintenance or construction, or electrical technology or closely related field, or equivalent combination of education and experience.

  • Seven to ten years of experience in a responsible position covering the phases of transmission operation and maintenance work including experience as a transmission Lineman.

  • Knowledge of training development, including instructional methods and training aids.

  • Ability to effectively conduct classroom instruction, and prepare and present written training material, including visual and audio aids.

  • Thorough knowledge of power utility transmission line construction standards, work practices, safety rules, transmission line equipment, and OSHA rules and regulations that apply to transmission line operations and maintenance.

  • Ability to effectively use and apply personal computer and related business applications software and materials particularly associated with training development functions.

TRANSMISSION OPERATIONS ASSISTANT I - II (HQ - WESTMINSTER)

The Transmission Operations Assistant (TOA) works within the System Operations group and is responsible for acknowledging and responding to real-time Open-Access Same-Time Information System (OASIS) requests for transmission reservations and usage, and Electronic Tagging of energy transactions. Responsible for accuracy of Available Transmission Capacity (ATC) and posting of Tri-State G&T transmission information to the open market. The TOA will assist System Operations personnel in normal and critical situations and in data recording.

(Requirements listed below are for a TOA II. Duties for a TOA I are similar but with overall less responsibilities.)

  • Associates degree in basic Electricity, Mathematics or Accounting or equivalent experience and one (1) year of experience as a Transmission Operations Assistant. Must also have at least two (2) years experience with word processing, spreadsheets, and data base applications. Must have high school education or equivalent (GED).

  • Must have current NERC certification or be able to obtain this certification within nine months of hire date

  • Should have working knowledge of electrical terms and their meanings and be able to communicate with field personnel from Tri-State and neighboring utilities.

  • Strong knowledge of computer terminals and programs, including data monitoring and data transmittal.

  • Understanding of transmission and generation concepts, facts, and operational information.

  • Ability and motivation to work independently with strong attention to detail and accuracy.

  • Ability to judge situations and determine an appropriate course of action.

  • Ability to multi-task and handle high stress situations.

  • Must be willing to give and receive instruction/information with peers, share working space and tools.

  • This position will require working rotating twelve (12) hour shifts.

  • Must be willing to travel for training needs or as otherwise required.
