Large Generator Interconnection Procedures
In January 2009, Tri-State implemented the first stage of an interconnection queue reform process, known as its Interim LGIP, designed to address the backlog of generator interconnection requests. Tri-State’s efforts to date have been successful in reducing the queue backlog by about one-third. But a more permanent change is required for long term success to efficiently process generator interconnection requests. Tri-State's goal is to establish a process that will allow competitive generators to deliver energy to load on a reliable transmission system.
Tri-State followed the implementation of the Interim LGIP with an extended stakeholder involvement process designed to elicit feedback on the proposed long-term fix to its interconnection process. Tri-State held two stakeholder meetings followed by comment periods.
Tri-State evaluated the feedback it received and made some modifications to its proposal. Tri-State is now in the final stages of revising its Large Generator Interconnection Procedures with a goal of implementing the changes in early 2010.
To accommodate the opportunity for further comment, Tri-State will open a final comment period beginning Nov. 20, 2009 and closing on Dec. 21, 2009.
